In his opening statement on Tuesday, the Majority Leader and Leader of Government Business, Hon. Mahama Ayariga, outlined an ambitious legislative roadmap aimed at resetting the country\u2019s governance and financial systems.<\/p>\n\n\n\n<p>Addressing Members of Parliament, Hon. Ayariga stated that the focus of the new sitting would be on \u201c<strong>pursuing fiscal prudence, economic consolidation, and private sector revitalization<\/strong>,\u201d as part of efforts to strengthen Ghana\u2019s financial and governance architecture under the leadership of President John Dramani Mahama.<\/p>\n\n\n\n<p>\u201cWe are poised to receive the <strong>Mid-Year Budget Review<\/strong>, accompanied by far-reaching fiscal policy measures,\u201d Hon. Ayariga declared. \u201cThis includes new <strong>guidelines on the utilization of the District Assemblies Common Fund<\/strong>, with 80% earmarked for direct disbursement to Assemblies.\u201d<\/p>\n\n\n\n<p><strong>Key Upcoming Bills<\/strong><\/p>\n\n\n\n<p>The legislative pipeline for this meeting is robust, cutting across critical sectors such as finance, justice, education, energy, and local governance. Key proposals include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Repeal and re-enactment of the National Petroleum Authority Act<\/strong><\/li><li><strong>Nuclear Power Corporation Bill<\/strong> to regulate nuclear energy development<\/li><li><strong>Renewable Energy Authority Bill<\/strong><\/li><li>Introduction of a <strong>Multiple Lease Model<\/strong> for electricity distribution<\/li><\/ul>\n\n\n\n<p><strong>Education and Social Protection<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Scholarships Authority Bill<\/strong><\/li><li><strong>University of Development Studies Bill<\/strong><\/li><li><strong>Colleges of Education Act Amendment<\/strong><\/li><li>Legislative Instruments (LIs) for the <strong>National Teaching Council<\/strong>, <strong>Curriculum and Assessment<\/strong>, and <strong>Affirmative Action Act (2024)<\/strong><\/li><\/ul>\n\n\n\n<p><strong>Local Government and Chieftaincy<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>University of Local Governance and Development Bill<\/strong><\/li><li>Amendments to the <strong>Chieftaincy Act<\/strong><\/li><li>Repeal of existing Development Authorities Acts, with proposed transfer of their assets and functions<\/li><\/ul>\n\n\n\n<p><strong>Transport and Infrastructure<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Road Traffic (Amendment) Bill<\/strong> to legalize the operations of commercial motorcyclists (Okada)<\/li><li><strong>Inland Water Transport Authority Bill<\/strong><\/li><li><strong>Ghana Ports and Harbours Authority Bill<\/strong> to streamline maritime institutional relationships<\/li><\/ul>\n\n\n\n<p>Hon. Ayariga emphasized that these reforms are central to the Mahama-led administration\u2019s commitment to transparency, institutional integrity, and pro-poor development.
