{"id":2150,"date":"2025-06-09T20:16:38","date_gmt":"2025-06-09T20:16:38","guid":{"rendered":"https:\/\/parliamentnews360.com\/?p=2150"},"modified":"2025-06-09T20:16:45","modified_gmt":"2025-06-09T20:16:45","slug":"minority-questions-govt-integrity-over-new-energy-sector-tax","status":"publish","type":"post","link":"https:\/\/parliamentnews360.com\/index.php\/minority-questions-govt-integrity-over-new-energy-sector-tax\/","title":{"rendered":"Minority Questions Gov\u2019t Integrity Over New Energy Sector Tax"},"content":{"rendered":"\n<p><strong>Parliament House, Accra \u2013 June 9, 2025<\/strong><br>The Minority Caucus in Ghana\u2019s Parliament is demanding the <strong>immediate withdrawal<\/strong> of the newly proposed <strong>GH\u20b51 Energy Sector Levy<\/strong>, describing it as a betrayal of public trust and a sharp deviation from the governing National Democratic Congress (NDC)\u2019s campaign promises.<\/p>\n\n\n\n<p>Addressing a press conference in Parliament on Monday, the Ranking Member on the Energy Committee, <strong>Hon. George Kwame Aboagye<\/strong>, criticized the government for smuggling the bill into Parliament without broad consultation and attempting to pass it under the cover of darkness.<\/p>\n\n\n\n<p>\u201cThis is hypocrisy of the highest order. This is a betrayal of the public trust. This is an act which takes the goodwill of Ghanaians for granted,\u201d Hon. Aboagye declared. \u201cThe government is operating with the mindset that it has so much goodwill so it can do anything and get away with it.\u201d<\/p>\n\n\n\n<p>He referenced a statement made by current <strong>Finance Minister Dr. Cassiel Ato Forson<\/strong> during his time in opposition, in which he vowed not to impose taxes to pay for inefficiencies in the energy sector\u2014a position now contradicted by the government&#8217;s actions.<\/p>\n\n\n\n<p><strong>Conflicting Justifications Add to Confusion<\/strong><\/p>\n\n\n\n<p>The Minority also expressed concern over <strong>inconsistencies in official communication<\/strong> regarding the purpose of the levy. While <strong>President John Mahama<\/strong>, speaking at the Africa CEO Summit in Abidjan, indicated that the funds would be used to <strong>clear arrears<\/strong>, <strong>Energy Minister John Jinapor<\/strong> reportedly stated that the levy would be used <strong>to procure liquid fuels for power generation<\/strong>.<\/p>\n\n\n\n<p>\u201cThis double-speak confirms the lack of transparency and strategic planning behind the levy,\u201d Hon. Aboagye asserted.<\/p>\n\n\n\n<p><strong>Levy to Hit Ghanaians Harder Than E-Levy \u2013 Oppong Nkrumah<\/strong><\/p>\n\n\n\n<p>Adding his voice, Ranking Member on the Economy and Development Committee, <strong>Kojo Oppong Nkrumah<\/strong>, said the new <strong>8% levy per transaction<\/strong> is more punitive than the now-repealed <strong>Electronic Transaction Levy (E-Levy)<\/strong>.<\/p>\n\n\n\n<p>\u201cWhile the E-Levy had a limited cascading effect, the Energy Sector Levy has a total cascading effect. It will increase the cost of transportation and consequently the prices of all goods\u2014food, clothes, everything,\u201d he explained.<\/p>\n\n\n\n<p><strong>Minority Proposes Alternatives<\/strong><\/p>\n\n\n\n<p>In place of the levy, the Minority proposed a three-pronged strategy to sustainably address energy sector debts:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\"><li><strong>Renegotiate Power Purchase Agreements (PPAs)<\/strong>: The government should conclude renegotiations of existing PPAs to integrate fuel and capacity charges into tariff structures and eliminate off-book debts driven by \u2018take-or-pay\u2019 clauses in contracts signed between 2013 and 2016.<\/li><li><strong>Improve Efficiency in GRIDCo and ECG<\/strong>: Prioritize reducing transmission, distribution, and technical losses in the power supply chain.<\/li><li><strong>Expand Renewable Energy Sources<\/strong>: Adopt the New Patriotic Party\u2019s (NPP) strategy of boosting solar energy production, aiming to add 2,000 megawatts to the national energy mix as outlined in the party\u2019s 2024 manifesto.<\/li><\/ol>\n\n\n\n<p>The Minority warned that the levy, if implemented, would impose additional burdens on already struggling Ghanaians and further erode the credibility of the current government.
