The Chief Information Officer of the Information Management Services Division of Parliament, Dr. Kate Addo, has urged parliamentary journalists to uphold accuracy, ethical integrity and editorial independence while reporting on the activities of Ghana\u2019s legislature.<\/strong><\/p>\n\n\n\n

She said parliamentary journalism goes beyond reporting speeches and political disagreements, requiring constitutional knowledge, professional competence and a commitment to informing citizens about decisions that affect their lives.<\/p>\n\n\n\n

Dr. Addo made the remarks while addressing a two-day workshop organised for members of the Parliamentary Press Corps to strengthen their capacity to report on parliamentary proceedings and activities.<\/p>\n\n\n\n

Journalists Urged to Understand Parliamentary Privileges<\/strong><\/p>\n\n\n\n

Dr. Addo emphasised the importance of understanding parliamentary privileges and immunities as provided for under Articles 115 and 116 of the 1992 Constitution.<\/p>\n\n\n\n

She explained that the provisions protect freedom of speech and debate in parliamentary proceedings and safeguard the independence of Members of Parliament in performing their constitutional responsibilities.<\/p>\n\n\n\n

She, however, cautioned journalists against assuming that parliamentary privilege automatically protects every publication made outside the House from applicable legal and ethical obligations.<\/p>\n\n\n\n

\u201cJournalists must report proceedings accurately and fairly, distinguish parliamentary statements from independently established facts and understand that this protection does not automatically exempt every publication outside Parliament from applicable legal and ethical obligations,\u201d she added.<\/p>\n\n\n\n

The Chief Information Officer stressed that professionalism in parliamentary reporting also required a sound understanding of legislative procedures and the ability to distinguish between Bills and Acts, recommendations and decisions of the House, as well as political claims and verified facts.<\/p>\n\n\n\n

Responsible Use of Artificial Intelligence<\/strong><\/p>\n\n\n\n

On the growing influence of technology in journalism, Dr. Addo said Artificial Intelligence (AI) offered opportunities for parliamentary reporters to improve their efficiency and analytical capacity.<\/p>\n\n\n\n

She noted that AI tools could assist journalists in transcribing parliamentary debates, summarising lengthy reports, analysing budgets and researching legislation.<\/p>\n\n\n\n

However, she warned that such tools must complement, rather than replace, professional journalistic judgment.<\/p>\n\n\n\n

\u201cJournalists must verify information against reliable sources, protect confidential information and avoid publishing fabricated quotations or misleading content,\u201d she cautioned.<\/p>\n\n\n\n

Her remarks highlight the need for parliamentary journalists to exercise due diligence when using AI-generated information, particularly when reporting on legislative proposals, committee findings and public expenditure.<\/p>\n\n\n\n

Brown Envelope Journalism Must Be Rejected<\/strong><\/p>\n\n\n\n

Dr. Addo also urged journalists not to allow financial pressures, inadequate remuneration and competition for audiences to undermine their professional standards.<\/p>\n\n\n\n

\u201cAlthough financial pressure, inadequate remuneration and competition for audiences can be challenging, they must not justify brown envelope journalism, sensationalism, misinformation or compromised editorial independence,\u201d she said.<\/p>\n\n\n\n

She further called on media organisations to provide fair working conditions and protect journalists from improper commercial and political influence.<\/p>\n\n\n\n

RTI Law as a Tool for Accountability<\/strong><\/p>\n\n\n\n

The Chief Information Officer encouraged parliamentary correspondents to take advantage of the Right to Information (RTI) Act, 2019 (Act 989), to strengthen investigative and evidence-based reporting.<\/p>\n\n\n\n

According to her, journalists could use the law to obtain public records, investigate government expenditure, scrutinise policy implementation and provide the public with evidence-based accounts of governance.<\/p>\n\n\n\n

She also urged journalists to familiarise themselves with the procedures for submitting information requests and pursuing reviews or appeals where necessary.<\/p>\n\n\n\n

Master Parliamentary Procedures<\/strong><\/p>\n\n\n\n

Dr. Addo further advised parliamentary correspondents to develop a strong understanding of Parliament\u2019s Standing Orders and legislative processes.<\/p>\n\n\n\n

She identified questions, motions, amendments and voting procedures, as well as the respective roles of the Speaker and parliamentary leadership, as essential areas of knowledge for journalists covering the legislature.<\/p>\n\n\n\n

While urging correspondents to comply with applicable accreditation and access requirements, she emphasised the importance of maintaining their independence to scrutinise parliamentary activities.<\/p>\n\n\n\n

Constitutional Knowledge and Courage Essential<\/strong><\/p>\n\n\n\n

In conclusion, Dr. Addo said effective parliamentary journalism depended on a combination of constitutional awareness, professional discipline, ethical integrity, technological competence and access to reliable information.<\/p>\n\n\n\n

She urged journalists to remain courageous in questioning authority, resist improper inducements and develop the expertise needed to explain parliamentary decisions accurately and meaningfully to the public.<\/p>\n\n\n\n

\u201cJournalists must be courageous enough to question authority, independent enough to resist improper inducement and knowledgeable enough to explain parliamentary decisions appropriately,\u201d she emphasised.<\/p>\n\n\n\n

Her address formed part of the broader engagement with the Parliamentary Press Corps aimed at improving the quality of parliamentary reporting and strengthening the relationship between Parliament and the media.<\/p>\n\n\n\n
