Minister Kenneth Gilbert Adjei Outlines Housing, Water, and Coastal Protection Plans Before Parliament

The Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, has provided key updates on government interventions in housing, water management, and coastal protection during his appearance before Parliament’s Government Assurances Committee on Thursday, March 19, 2026.

Affordable Housing Expansion Across Regions
Addressing Ghana’s housing deficit, the Minister disclosed that the government is scaling up efforts to deliver affordable housing across multiple regions.

He revealed that the Tema Development Corporation is preparing to roll out new housing projects in the Volta Region. Additionally, the State Housing Company is advancing plans to develop affordable housing units in Dedesua in the Ashanti Region.

Beyond these, government is piloting District Affordable Housing projects in at least eight districts, with more locations under consideration as part of a broader national housing strategy.

Saglemi Housing Project Revival
On the stalled Saglemi Housing Project, the Minister assured Parliament that efforts are underway to revive the initiative.

He disclosed that government is close to securing a transaction agreement with a strategic investor to resume work on the project, which has already seen an investment of approximately $200 million.

Responding to concerns about the project’s long delay, the Minister noted that the recovery process began under the previous administration and is being continued by the current government.

Water Quality Challenges Persist
On water resource management, the Minister acknowledged ongoing challenges with water quality, particularly high turbidity levels affecting supply across parts of the country.

According to him, despite significant interventions, multiple factors—including environmental and human activities—continue to contribute to the problem, requiring sustained and coordinated efforts to address.

Coastal Protection Projects Ongoing
Providing updates on coastal infrastructure, the Minister indicated that several sea defence projects have commenced and are progressing steadily.

These interventions are aimed at mitigating coastal erosion and protecting vulnerable communities along Ghana’s shoreline.

Rent Bill to Return to Parliament
On housing regulation, the Minister announced that the Rent Bill will be reintroduced in Parliament to address implementation gaps and strengthen the legal framework governing rental housing in Ghana.
